Representative Green moved that the House rescind previous action in           
failing to adopt the appropriations from the constitutional budget             
reserve fund under art. IX, sec. 17(c), Constitution of the State of           
Alaska (page 3744) on the following:

"An Act making and amending appropriations for the operating                  
and loan program expenses of state government, for certain
